We have the data dump and it has been imported into a test instance available at:
https://issues.apache.org/ooo/
It will be available for evaluation for a few days. Assuming no show stopper issues, the test import will be deleted and the data re-imported and https://issues.apache.org/ooo/ will become the live instance.

The login does not work at all. If I log in with my user name rbircher or with the full e-mail adress does not matters. Other report the same problem too.

https://issues.apache.org/ooo/ is now the live OOo BZ instance
The only remaining task is configuration of the backups which will happen in the next day or so.

It appears most passwords (but not the ones I checked) are not set. I assume some third-party authentication mechanism was used. There are two options:
1. Reset everybody's password to 'password'.
2. Enable e-mail so passwords can be reset.
My preference is to use option 1. for the test instance and option 2 for when the system goes live. If I don't hear otherwise by 22.00 UTC today I will proceed with option 1. If you confirm it is ok earlier than that then I can reset the passwords pretty much whenever.
