I clarified the title of this to be the cross-testing facility for cross testing, not the whole extensive effort of carrying out all the testing, and resolving it all, which is a big effort and way beyond just one jira ticket. 

The cross testing rig is actually in https://github.com/OpenDFDL/ibmDFDLCrossTester
as it is not part of daffodil (Links against IBM's DFDL libraries).

This ticket is for the refactoring of Daffodil to enable that thing to exist and work.

Tests in daffodil-test-ibm1 can be run against IBM DFDL now for cross testing, and NACHA in DFDLSchemas has been setup to use this cross-test capability to test against both Daffodil and IBM. (As of this writing, since this set of changes to daffodil aren't released yet, the chagnes to NACHA are on a daffodil-dev branch there.)
