[PR] KAFKA-18639: Add annotation `@Flaky` for some flaky tests instead of comment [kafka]

mingyen066 opened a new pull request, #18701:
URL: https://github.com/apache/kafka/pull/18701

   The following tests were previously reported as flaky but were only annotated with a comment in pull request #18558 due to module dependency limitations:
   * testAdminClientApisAuthenticationFailure
   * testOutdatedCoordinatorAssignment
   * testThrottledProducerConsumer

   With the introduction of the new test infrastructure [KAFKA-17587](https://issues.apache.org/jira/browse/KAFKA-17587), which allows all modules to use the @Flaky annotation, these tests should now be updated to include the @Flaky annotation.

   *Summary of testing strategy (including rationale)
   for the feature or bug fix. Unit and/or integration
   tests are expected for any behaviour change and
   system tests should be considered for larger changes.*

   ### Committer Checklist (excluded from commit message)
   - [ ] Verify design and implementation
   - [ ] Verify test coverage and CI build status
   - [ ] Verify documentation (including upgrade notes)
