[I] [test] FlussAuthorizationITCase leaks server tag state [fluss]

litiliu opened a new issue, #3704:
URL: https://github.com/apache/fluss/issues/3704

   ### Search before asking

   - [x] I searched the issues and found nothing similar.

   ### Fluss version

   main (development)

   ### Please describe the bug 🐞

`FlussAuthorizationITCase.testAddServerTag` adds the `PERMANENT_OFFLINE` tag to tablet server 0 and starts removing it during cleanup, but does not wait for the returned future.

The next test can therefore create its default replication-factor-3 table while the coordinator still considers only two tablet servers available. This causes `InvalidReplicationFactorException: Replication factor: 3 larger than available tablet servers: 2` and may fail several subsequent test setups. The race occurred in the `Java 11 / core` job of PR #3699.

   ### Solution

Wait for `removeServerTag(...)` to complete before `testAddServerTag` returns, ensuring the cluster state is restored before the next test starts.

   ### Are you willing to submit a PR?

   - [x] I'm willing to submit a PR!
