"Bug 122739 - Missing Help: Why is border/background considered for "last cell
with contents" in column, but not in row" seems to be something really
unexpected, at least I can't find any help explaining the observed behavior.

This is not a preview problem, but a printing problem, you will see that the
background color of the cells also will not be printed or exported to pdf.
The core of that is a feature, but not a bug. of course nobody wants to print
1000 pages with bakcground for empty cells, the printing process decides that
color of background (and borders) only will be printed if that's useful, what
means only to maximum row and column number of cell with "real" contents. So
the reported behavior is quite ok.
BUT:
Use format paintbrush to copy format of C1 to C5 (or use 'Format -> Cells ->
Background'. Now the background will be rated as real contents.
I will have to think about that.
We will have to check whether this one is a DUP of "Bug 85076 - Calc won't
print/preview documents containing only cell borders " and relation to
"Bug 120875 - Cell background color is printed even though cell is formatted to
"hide when printing""
"Bug 53426 - Add possibility to switch on/off printing of cell background
color"

Can you find a rule behind the behavior (or some Help text, Manual, ...) and
please check relation to above mentioned bugs?

You simply can define the end of the range of shown background / borders by
typing a space into the bottom right cell where you want to include printing of
these properties. Or you can define a print range. So this problem does not
exist.

Every powerful tool needs some exercise before you can use it without problems.
Fly by wire algorithms in modern airplanes ignoring pilot's commands what would
destroy the plane are not arrogant, but useful. Same with printing algorithms
divining the real intentions of the user.

Format - Page... - Sheet - Print - Objects/graphics is checked -> colored cells
are expected to print.
An arrogant software who thinks it knows better may anger the user...
Print algorithm decided to hide background?
Notify the user and allow him to override this decision!
