[PR] Discard unsupported part fields per rfc7578 [commons-fileupload]

Chenjp opened a new pull request, #421:

   per rfc7578 section 4.8, only listed part header fields (Content-Type, Content-Disposition, and Content-Transfer-Encoding) are supported. 
   
   ***Other header fields*** MUST NOT be included and ***MUST be ignored***.
