This is because forever is represented as a loop-count of -1 (which is not 
displayed).  There is a forever property, however this is actually used to 
distinguish between the thread group and an ordinary loop controller. If this 
functionality could be handled differently (without invalidating existing test 
plans) then it would be possible to preserve the loop number.

Unfortunately it does not look to be trivial to do this in a way that is 
compatible with existing test plans.
