Ok, so if this is a svn problem, there's two things I can think of that may be the cause. Either:
a) the zip files don't have their mine-type properties set in the repos, or
b) httpd is somehow re-coding these files on account of the .zip extension.

The zips, when downloaded via a web browser from http://forrest.apache.org/plugins will unpack perfectly OK.
However, I can confirm that on deleting the build/plugins directory and doing "forrest run" the zips fail to decompress with the errors reported.
Trying to open the downloaded zip using a zip tool does indeed present an error.
So, it is not an SVN or HTTP problem. The corruption only occurs when we download the plugin via ANT
Right now I have no idea why and I'm afaid I can't look into it further for a few days.
I can provide a workaround though:
For each of the plugins you need do:
cd FORREST_HOME/plugins/PLUGINNAME
ant local-deploy
or
Either download the plugins you need manually from http://forrest.apache.org/plugins and expand them into FORREST_HOME/build/plugins/PLUGIN_NAME

This issue appears to have fixed itself. APache were doing some work on their servers over the last weekend when this issue was first spotted. Perhaps it was as a result of that work.
Anyway, can someone please confirm that everything is now working correctly for you too.

All plugins zip files seem to be corrupted.
Unfortunatelly, I deleted my build/plugins folder and all the downloaded plugin zip file give the following error :
