Change subject: IMPALA-3045: Allow user defined package root.

Patch Set 1:

> So the work flow is something like:
 > fork your own native-toolchain
 > make changes as patches
 > change version in config
 > (for local test, build and set ROOT now)
 > commit to your own git both impala and toolchain
 > use the jenkins job with toolchain repo and branch, and the package
 > you would like to test.

I'm confused as to how this works. When does the toolchain binaries for the changes you want to test actually get built? And which jenkins job are you talking about?
