Missing / moved DOAP file

The file 'http://svn.apache.org/repos/asf/webservices/scout/trunk/doap_Scout.rdf' is no longer present.

This is affecting the generation of the Apache projects web-site.

If you don't want to keep the DOAP file in trunk (can be a nuisance, as it gets into releases and tags), then perhaps create a metadata folder just for it.

The DOAP location then needs to be amended in 

https://svn.apache.org/repos/asf/infrastructure/site-tools/trunk/projects/files.xml

Yes.

Presumably someone on the project added the file initially and updated files.xml.

It's not absolutely required, but if there is an entry in files.xml it should point to a valid DOAP file.
