Release Parquet 1.9.0

Hi all,
I have created a JIRA to track the bugs that we want in the next release:
https://issues.apache.org/jira/browse/PARQUET-392
As mentioned before: I'd like to do a release soon so that Drill can get
off its fork of Parquet.
Best regards

It would be nice if we can also have a new parquet-format release and
include it in parquet-mr 1.9.0, so that the SLF4J dependency issue can
be fixed. In this way, user libraries/applications will be able to
redirect Parquet logs using the JUL bridge provided by SLF4J.

Yep, sorry this was unclear.
Please make JIRAs that need to be part of the release as blockers of issue:

The last time, we linked everything that needed to be done as blockers
for the release issue. Same plan this time?
