Yea, guess the only way to map path to handler is through solrconfig.xml. Do all handlers support empty constructor, and can we know that the getPermissionName() methods will never expect the presence of core or other structures? In that case we could instantiate each handler just to call the method.

However, it feels a bit fragile, doesn't it?
