[PR] fix: preserve instance context for metadata mutations [rocketmq-dashboard]

   ## Summary
   - map selected instance context from Topic and Consumer Group create DTOs to their resource models
   - include instance context in single and batch Topic and Consumer Group delete requests
   - verify API serialization and server DTO mappings
   
   Closes #1136
   
   ## Verification
   - `JAVA_HOME=$(/usr/libexec/java_home -v 21) mvn -Dtest=TopicControllerTest,ConsumerGroupControllerTest test`
   - `npm test -- --run src/api/metadata.test.ts src/api/consumerGroups.test.ts`
   - `npm run build`
