Update on podling setup tasks

I hope folks are getting subscribed and see this.  Here is the current 
status of the infrastructure setup for Quarks.

I setup the podling status page and integrated Quarks into the incubator 
site.

Infrastructure has  setup the mailing lists for  Quarks.
   dev@quarks.incubator.apache.org
   commits@quarks.incubator.apache.org
   private@quarks.incubator.apache.org
The community can discuss when to start a user list. It is not setup yet.
Archives will be available in about a day after first post. dev archives 
are live at http://mail-archives.apache.org/mod_mbox/incubator-quarks-dev/


Infrastructure has  also set up our git repository (now empty) at
https://git-wip-us.apache.org/repos/asf?p=incubator-quarks.git


JIRA setup is in process and requires a reboot which will happen on March 4.

Committer account requests have been submitted.  Committers should have 
gotten an email confirming your account.


Infrastructure setup tasks still to be done:

   - Request infrastructure setup for website.
   - Request infrastructure setup for Wiki
   - Import the code from github
   - Request  ASF/Github integration

I have some questions for the community and require some help from the 
other mentors on these items, but will start separate threads for 
those.  Please respond on this thread if there are other things that 
should be done that I am missing.
