[DISCUSS][ORC] Donate datafusion-contrib/datafusion-orc

Hi!

There is an ongoing discussion[1] about
donating datafusion-contrib/datafusion-orc[2] to one of
Apache ORC, Apache Arrow or Apache Datafusion.

This repo has been moved into datafusion-contrib organization for more than
one year and
receives continuous contributions from more than three different
affiliates[3]. I think it's suitable to
donate this repo to the Apache.

Please leave your comments on the ticket if you would like to participate
in the discussion.

Regards,
Ruihang

There is some good discussion on the ticket -- specifically maybe it makes
sense to split out the actual orc->arrow code from the DataFusion
integration

+1 non-binding for the donation

However, I have some other thoughts about the destination.

From my perspective as a passerby, `datafusion-orc` seems more like Datafusion integration rather than focusing solely on the ORC format. I'm a bit worried that this might reduce the likelihood of potential users or contributors finding us.

We have three options so far:

- apache/orc-rust
- apache/arrow-rs/orc
- apache/datafusion-orc

Which option do you think is best for orc project?

+1

I also think it's suitable to donate this repo to Datafusion
