March Incubator PMC report available for comments

All,

I'm on business travel this week, but I have pulled a draft edition of the
Spot PMC report, that I'll be publishing to Incubator Wiki by 6 PM PST
today.

Please help me to reflect the following metric son "How has the project
developed since the last report?" section:

Jira New Issues
Resolved Issues
Pull Requests merged
Pull Requests proposed

Beyond this information, feel free to modify or correct content in general.
