How to tell if svn is in use

Is there a way to tell if there are any users currently using SVN at a given
time? I have an SVN server that I want to shutdown but I want to make sure
nobody is in the middle of a Commit or Update while I do it. (I don't care
if they can't access it for a little while it's down but I do care if an
Commit or Update gets interrupted)

Thanks,

Noah

Update shouldn't pose a problem, as you won't interrupt anything that
modifies the repository. svnadmin lstxns should tell you if any
transactions are in progress.
