(was: May be it is better not to call it "Code transition", as soon as actual transition is finished - this becomes a bit confusing.

Why do not we create\rename it to an umbrella "Prepare for Apache release"? 
And then we can create more fine-grained sub-tasks, like 
 - change the package name
 - update pom artifacts
 - take care of NOTICE\LICENCE
 - apply apache-rat
 - etc

this way we will keep tracking in one place but will be able to delegate parts of the task of preparation for the first release more efficient.

I'm sure there will be volunteers to help with those tasks too.)
