DataFormatter: fix formats where it did not match Excel

Fixes found by TestDataFormatterAgainstExcel:
- a comma between digit placeholders groups by thousands, wherever it
  is ("0,00" shows 1234567 as "1,234,567"); commas before the decimal
  point scale like trailing commas; a comma before the digits is text
- a single 'y' is a 2 digit year
- A/P and a/p show a single letter
- escaped letters (\d) and quoted text are literals in date formats, and
  do not make DateUtil.isADateFormat reject the format or switch to
  12 hour time
- elapsed time units ([h], [m], [s]) can be anywhere in a format, and a
  plain unit after them (h after [h]) is elapsed time as well
- [s].000 shows fractions of a second
- an 'm' straight after seconds is minutes
- negative elapsed times are shown with a minus sign

Also use the characters themselves, not unicode escapes, for the
Chinese text in DataFormatter, DateUtil and their tests.
