    [TC-156] Add clientSteering bool to steering api, add delivery service type.

    This adds a boolean value for clientSteering in the steering.json output to traffic router.  If the delivery service is of "client_steering" type, the value will be true.  If the type is "steering", the value will be false.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/dg4prez/incubator-trafficcontrol steering_master
