[I] Sub-epic: Rule Base & Registry — persistent rule storage, RuleBaseModifier, lifecycle [incubator-kie-drools]

mdproctor opened a new issue, #6646:
URL: https://github.com/apache/incubator-kie-drools/issues/6646

   Part of epic #6639 (DroolsVol2).

   ## Overview

   The sandbox currently treats rules as transient DSL expressions — they exist only for the duration of a `builder.rule().from()...fn()` chain. Vol2 treats rules as first-class persistent objects stored in a `RuleBase`, organized by package and unit, and managed via a changeset DSL.

   This sub-epic covers the rule registration and lifecycle layer that the rule builder DSL sits on top of.

   ## Vol2 coverage target

   `RuleBaseTest.java`, `RuleProapgationAndExecutionTest.java` — currently MISSING.

   ## Acceptance criteria

   - [ ] `RuleBase` — persistent rule registry; stores named rules organized by package and unit
   - [ ] `RuleBaseModifier.changeSet()` — fluent bulk rule addition DSL
   - [ ] `selectPackage(name)` / `selectUnit(name)` — rule organization and selection
   - [ ] `.rule(name)` — named rule registration (distinct from the ephemeral `builder.from()` path)
   - [ ] `.params()` — explicit parameter/schema declaration on a registered rule
   - [ ] Rule lifecycle: rules survive across multiple `run()` calls; data updates re-fire applicable rules
   - [ ] All `RuleBaseTest` cases pass against the sandbox
   - [ ] All `RuleProapgationAndExecutionTest` cases pass against the sandbox

   ## Child issues

   - [ ] #6646 — Executor facade (`dataStore()`, `ruleUnit()` accessors)

   ## Notes

   This is a larger architectural addition — rules becoming persistent objects changes how the sandbox's `RuleDefinition` is managed. Expect interaction with the existing `RuleBuilder` / `RuleResult` types.

   All referenced classes implemented in droolsvol2 (RuleBase, RuleBaseModifier, RulePackage, RuleUnit, RuleUnitController, Executor, RuleExecutor). Associated tests pass. Closing alongside #6640–#6645.
