   Time zone affects the aggregation in time, as the date is different at any point and SkyWalking aggregate in day and month level.
   
   Such as, if time zone set to UTC-0, May 6th is UTC-0 May 6th. When you are at UTC +8, then it is half on May 6th and a half on May 5th.
   
   Right now, the time zone based on OAP deployment environment, but this may not fit the requirement, especially when it is deployed in docker and k8s.
   
   So, we support to set this in system env and properties, rather than real change the OS settings.
