[PR] fix(studio): render user timestamps as UTC [rocketmq-dashboard]
jokerzsd opened a new pull request, #4349:
URL: https://github.com/apache/rocketmq-dashboard/pull/4349
## Summary
The user management page rendered `StudioUserVO` timestamps as browser-local time, shifting them in non-UTC timezones.
## Problem
`StudioUserVO` exposes `lastSessionSeenAt`, `nearestSessionExpiresAt`, `passwordChangedAt`, `gmtCreate` and `gmtModified` as `LocalDateTime`. The backend populates these in UTC (`AuthService.now()` uses `ZoneOffset.UTC`) but Jackson serializes them without an offset. The page's `dateTime` helper used `new Date(value).toLocaleString()`, which parses the naive string as browser-local, so the displayed times are wrong unless the browser is in UTC.
## Fix
Route the `dateTime` helper through the existing `formatUtcDateTime` util (already used by the alert and query-history views), which appends a UTC interpretation to the naive string before formatting in the viewer's timezone.
## Test plan
`cd web && npx tsc -b` passes.
