If DFDLGeneralFormat.dfdl.xsd is going to provide a default for most properties then this one should also be provided.
The unix epoch is the right value to use.
This is a backward compatible change in that users who have schemas now have to provide this property themselves if it is needed; hence, if we provide a default in DFDLGeneralFormat then whatever the user provides will override our value, and their schema will not change in behavior.
