Partial release plugin configuration loses the defaults for unconfigured items

If you configure the scm comment prefix in the project pom, then when you release the project in Continuum there is no default value for the tag, the goals, etc.

Continuum should only use the things that are explicitly configured in the pom for the release plugin, and should still have defaults for the other things.
