The v3 patch (and [branch|https://github.com/thobbs/cassandra/tree/6086]) builds on [~yukim]'s v2 patch and adds incremental deletions of entries in {{compactions_in_progress}} as discussed in CASSANDRA-6008.  Additionally, this move the warning log to debug level, since there's not anything the user can do or should do.
