PostMethod should treat the query string as requestBody

Summary: PostMethod should treat the query string as requestBody
           Product: Commons
           Version: Nightly Builds
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Major
          Priority: Other
         Component: HttpClient
        AssignedTo: commons-dev@jakarta.apache.org
        ReportedBy: xiaowei@stratify.com

Currently, the queryString in a PostMethod is treated in the same way as
GetMethod. But I believe this is not what user wanted. The user was actually
expecting the requestBody to be set as the queryString.
