Repository locked up.

Well, when I came in this morning, the repository was locked up again.
Running db_recover free'd it up just fine, but this is now three days
in the row I've had to perform this operation. I don't have time to
investigate right now, but this is started to annoy me.

i also noticed this when i was trying to commit the svn_io_run_diff
changes this morning.

i think it was already hung when i started, as i didn't even get part
way into the commit.

what we really need to do is isolate exactly what is causing the
repository to lock up, so if anyone notices this, mail the list
immediately, so we can try to narrow down the cause.
