Uploading patch v1 which is still work in progress. 

In our offline discussion, [~sjlee0] suggested that we would also need to run through bad dependency detectors (license-wise). Hence uploading this one as wip. 

We also need to decide if we want to consider removing Phoenix presently and adding it in later. 

Setting jira to patch available so that we can get some reviews and thoughts on this.
