[~drumaboy46] -- can we call this issue resolved?

I don't think that forcing Android 4.4+ to give up a file URL is the right solution; content URLs are more correct, and there's no guarantee that future versions of Android won't make it harder, or even impossible, to get a file url out of the Camera API. I think that the WebView will understand content urls in all cases, as does the file plugin, and so you can always use those urls in your application, or use the file plugin to copy the pictures somewhere more convenient.
