This has been fixed partially in BIGTOP-2254, if we'd like improve the configuration, we shall base on the new implementation.

By doing so, there will be multiple vagrantconfig_xxx.yaml file being placed under vagrant-puppet-docker. In addition, hosts and config.rb file should be hidden by users instead of showing up apparently.
