Oozie sqoop action

Hi,
I noticed that the sqoop action id dependent on hadoop 0.23. Is there any
particular reason for that dependency?
If yes how difficult it should be to backport sqoop action to hadoop
0.20.203?

Do you think I can build it against sqoop 1.3.1 and run it on hadoop
0.20.203?
