Description:
For some configurations of ActiveMQ 5. X, it will take effect only after the service is restarted.
Although there are currently some configurations that can take effect immediately。

But,Can you set the following parameters as well。
<transportConnectors>
<plugins><timeStampingBrokerPlugin><discardingDLQBrokerPlugin>
Otherwise, when i use jaas to add a new user .i have to change user.properties and groups.properties .and i have to restart the broker.(although change activemq.xml do not restart broker).Can we improve the problem
