http://maven.apache.org/plugins/maven-dependency-plugin/copy-mojo.html is the auto-generated goal reference docs for the copy goal.
I played around with the configuration options a bit after writing this. The overWrite property is accepted (though it doesn't work quite right--if overWrite is false but the file doesn't exist it doesn't get copied), but the overWriteIfNewer property causes a configuration error.

you can use the overWriteIfNewer property outside the artifactItems and this will apply to everything that doesn't explicitly list an overwrite value. I'll have to look into the overWrite=false issue though.

can you provide an excerpt of where you see this? I can only see references to overWrite inside of the <artifactItems> where it does exist.
