   It's effectively a convenience binary (subset of the openwhisk-deploy-kube source release formatted in the way Helm expects for a chart).  
   
   Having at least the index.yaml at openwhisk.apache.org/charts seems attractive. It is simplest, since it is the default for `helm repo index` to keep the tar.gz files containing the charts in the same directory as the index.yaml.  We could instead put the tar.gz as another artifact in the openwhisk-deploy-kube release page and have the index.yaml contain a GitHub download URL. 
   
   I don't have strong feelings either way, so went with the Helm default convention.  Can change to hosting on the GitHub release page if you think that is better.
