Hi,
 I guess we are good to go for the dist folders. 
 KEYS file is present in release/netbeans
 
 Jan Lahoda, Geertjan Wielenga, Emilian Bold, Laszlo Kishalmi and myself have keys inside this file.

 As the workflow described in the guide was not matching the actual. I proposed a PR to incubator site.

Yes, it's good to keep all keys around in there, which have been used for earlier releases.
