[PR] docs(rfcs): import public Markdown mirrors of RFC-AI-0002, 0003, 0004 from the ASF Confluence wiki [airflow-steward]

potiuk opened a new pull request, #94:
URL: https://github.com/apache/airflow-steward/pull/94

   ## Summary

Adds local public-readable Markdown mirrors of the three Apache Steward-authored RFCs that live in the SSO-gated ASF Confluence wiki (ASFP space):

   | File | Title | Original author | Wiki status |
   |---|---|---|---|
   | [`docs/rfcs/RFC-AI-0002.md`](https://github.com/apache/airflow-steward/blob/docs/rfc-ai-0004/docs/rfcs/RFC-AI-0002.md) | Secure Agents setup | Jarek Potiuk | Draft |
   | [`docs/rfcs/RFC-AI-0003.md`](https://github.com/apache/airflow-steward/blob/docs/rfc-ai-0004/docs/rfcs/RFC-AI-0003.md) | Privacy-aware LLM routing for foundation private information | Apache Steward maintainers | Provisional |
   | [`docs/rfcs/RFC-AI-0004.md`](https://github.com/apache/airflow-steward/blob/docs/rfc-ai-0004/docs/rfcs/RFC-AI-0004.md) | Principles of agentic interaction for open-source maintainers | Apache Steward project | Draft |

The wiki remains the authoritative source-of-truth; this PR is the public-readable mirror so adopters and reviewers without ASF SSO can read the same content.

   ## Pipeline

   1. Authenticated fetch of each Confluence page (one-shot, browser-cookie auth, sandbox bypass surfaced loudly per the project convention; cookies in `$TMPDIR`, never the repo tree, shredded after use).
   2. `markdownify` for HTML → Markdown.
   3. Post-processing for prek-clean output:
      - Re-inject `| --- |` table separators (Confluence HTML lacks `<th>` markers so markdownify produces table-shaped lines without separator rows).
      - Strip Confluence's NBSP characters from headings (otherwise doctoc generates anchors with `%C2%A0` that markdownlint MD051 rejects).
      - Add `text` language tags to bare ` ``` ` fences (MD040).
      - Replace empty image alt-text with the filename (MD045).
      - Replace `PNGs` → `PNG files` to dodge a typos false positive on `PN` → `ON`.
   4. **Strip non-public references** (per the public-mirror directive):
      - Every `cwiki.apache.org/...` link removed.
      - Every `lists.apache.org/list.html?private@...` link removed.
      - Bullets whose only content was a private link → dropped entirely.
      - Inline private links → replaced with their visible text alone (no URL).
      - Bare `https://cwiki.apache.org/...` URLs in plain text → replaced with `<wiki-link removed>` marker (none survive in the final files; verified by `grep`).
   5. SPDX header + sourced-from-wiki comment block on each file.

   ## Trade-offs

   - The HTML→Markdown roundtrip simplifies some prose layout vs. the wiki source. The substantive content (frontmatter, abstract, all numbered sections, code blocks, all six principles in 0004) is verified intact.
   - `RFC-AI-0004.md` in this PR is the **wiki version** (which subsumed the local draft I'd been iterating against this same path). The wiki version is what reviewers should read; the local-draft history is preserved in this branch's git log.

   ## Test plan

   - [x] `prek run --files <md-files>` clean (markdownlint, typos, doctoc auto-regen TOC, no merge-conflict markers, no trailing whitespace, etc.).
   - [x] `grep cwiki.apache.org docs/rfcs/*.md` → empty (no SSO-gated URLs leak through).
   - [x] `grep 'private@.*\.apache\.org' docs/rfcs/*.md` → empty.
   - [x] All six principles present in `RFC-AI-0004.md` (verified by `grep '^## Principle'`).
   - [ ] After merge, the wiki page authors confirm the public mirror reads accurately and the strip-list of private references is complete.

   ## Out of scope

   - HTML renders. An earlier revision of this branch added rendered HTML alongside each Markdown file; per maintainer ask, the HTML was removed and only the Markdown is kept. Markdown is the canonical source; readers can render via their preferred tool.
   - RFC-AI-0001 (Hosted open-source model inference service for ASF, by `akm`). Out of scope for this PR — this PR mirrors the three Apache Steward-authored RFCs only.
   - Cross-reference fixups within the RFCs (e.g., `RFC-AI-0004` referring to `RFC-AI-0003` by hyperlink). Left for a follow-up so this PR stays a faithful mirror of the wiki content.

We have nice RFCs describing some of the choices of "basic" principles of the agentic skill-based usage for open-source maintainers..
