   ## What is the purpose of the change
   
   This PR is to make ‘fullRestarts’ compatible for NG scheduler. This is needed before we can finally remove it.
   
   
   ## Brief change log
   
     - *removed fullRestarts registration from ExecutionGraphBuilder*
     - *registered fullRestarts gauge in SchedulerBase, along with the numberOfRestarts gauge*
   
   
   ## Verifying this change
   
   This change is already covered by existing tests.
