Re: svn commit: r38370 - trunk

Hyrum, after updating tools/dev/check-license.py in r38371, I ran it
on the subversion/ subdirectory and found these files needing license
header blocks:

  subversion/bindings/swig/ruby/libsvn_swig_ruby/swigutil_rb.h
  subversion/tests/libsvn_wc/tree-conflict-data-test.
  subversion/include/private/svn_doxygen.h

I could just do it, but as you did the changeover, I wanted to check
if there was some reason to not do those files.  (The script also
mentions some other files, but they are autogenerated, therefore not
versioned, therefore not relevant.)

There's also the www/license-1.html, which I would just update (see
patch below), except that calling it "license-1.html" is a bit
confusing now, since this is v2 of the Apache License, so perhaps we
ought to just call it "license.html" and have a redirect from the old
file.

Finally, shouldn't collectively-maintained python scripts in
tools/dev/ (such as check-license.py itself!) get the header too?

When I did the change, I looked for anywhere that said  
"Copyright.*CollabNet" and went from there.  The only code that I  
added blocks to was the ctypes python bindings, so if other files were  
missing license blocks, they didn't get them as part of r38370.

I definitely think the files listed above should have the block, though.

+1  Anything in tools/ should be under our license.

Right. It was named license-1.html in order to be a "forever" URL. It
is (now) part of the historical record.

IOW, update the discussion block at the top to point to the new
license, and leave the license portion intact.

I don't think we can remove the old license from http://.../license-1.html 
(isn't that the entire point of embedding a version number in that 
filename?).
