pipeline.xml

I have been reading the xdocs in turbine-3.  
I found several hrefs to xxx.html and understood that perfectly.  But on
file jakarta-turbine-3/xdocs/pipeline.xml i found an
href="pipeline-advanced.xml"
how does this work?  does the server parse this xml for the end user?
