Using SOAPConnection directly to send a SOAP Messages with attachment, the
format is always MIME. 

SOAPMessage requestMsg = ... ;
SOAPConnecyion connection = ... ; 

requestMsg.getAttachmentIml().setSendType (Attachments.SEND_TYPE_DIME);
connection.call(requestMsg , endpoint);
