Ideally only the maven-jar-plugin is updated.
In https://github.com/apache/maven-jar-plugin/blob/master/src/main/filtered-resources/META-INF/plexus/components.xml you define the all the plugin versions per phase that are part of the "jar"-binding build-lifecycle.
