The initial in-memory checkpoint strategy for the ledger consumer does not persist seek positions across Ozone Manager restarts.

To support reliable "at-least-once" delivery of event notifications, the ledger poller requires a persistent checkpointing strategy which is distributed across OMs.

We can do this by using the Ozone filesystem itself to persist the latest checkpoint.
