JS2-311 Header Resource component

[Shinsuke SUGAYA <sh...@yahoo.co.jp>]

Hi Team,

I filed JS2-311 to add a new component to J2.
This component allows user to put tags(ex. <link> and <script>)
into <head> tag. (Since I encountered an issue when using myfaces
components on J2, I created it :)

If you have any questions/concerns, please let me know.
I'll commit it by weekend.

Regards,
 shinsuke
