[users@httpd] How can I disable the download resume future

Hello,
I'd like to know, how can I disable the download resume feature of my 
Apache 1.3 server. In other
words, how can I get my apache server to neglect the  Range  HTTP 
Request header, and always return
the whole document (file)?
