- I don't see any Import/Export option for Database and Import Option for Datasets
### Expected results
1. The Export option should be available in the Action column for the Database.
2. Expected import button in the designated section (right top corner) for Database/Datasets
### Actual results
1. The Export option is missing in the Action column for the Database
2. For Database and Datasets import button is missing in the designated section (right top corner)

#### How to reproduce the bug
1. Go to 'Data->Databases' and 'Data->Datasets'
2. Hover the mouse over 'Action' column
### Environment
- superset version: `1.3.0`
- python version: `3.8.1`
- node.js version: `v10.24.1`

No, It was set to False
"VERSIONED_EXPORT": False
On changing "VERSIONED_EXPORT" to True, import/export option for database/datasets/charts are now available.

No, It was set to False
