[fileinstall] Call for review (FELIX-4436)

Hi committers,

please take a look on https://issues.apache.org/jira/browse/FELIX-4436.
I'm providing a patch for handle opaque bundle location uris.
Please let me know, if I've to adapt or change something.

Who is the maintainer, or close by, of the fileinstall bundle?
I would like to add more tests and may be update to a newer EasyMock or
Mockito version.
