Default initialization question

In the log4j documentation, it says to use the log4j.configuration property
to set the location of the default log4j  configuration file. Is there a
system proerties file, and if so, where is it when running the JRE? If there
isn't such a file, where can I put a default initialization file so that all
my apps will see it and use it?
