This doesn't make sense because it just delays the inevitable. We will be prototyping the RFC before the RFC is officially released, so we'll definitely be introducing changes in an OSGi namespace that are not publicly available. Further, the fact that we are using an official org.osgi namespace at all is potentially problematic, since we don't have any disclaimers around the API saying it is not official spec. Apparently, Equinox marks everything as deprecated in this case, but even then it is still a gray area that is now completely avoided.
