[Issue 126884] Move Up and Move Down keyboard commands/shortcuts do not work

Summary: I cannot confirm the existence of this bug. When pressing the keyboard
shortcuts to move to the next or previous paragraphs, the text cursor moves to
the next and previous paragraphs as intended.

Version: 4.2.0 AOO420m1(Build:9800)  -  Rev. 1692551

Specs:
OS: Windows 10 64-bit
Processor: Intel 17 2600k 3.4 Ghz
Graphics Card: Nvidia GTX 770 (2gb VRam)
RAM: 8 GB
Monitor: Asus 24" Monitor

Steps I took:
1. Open a new AOO writer document and write 2 paragraphs of text.
2. Place the text insertion cursor at the very beginning of the first
paragraph.
3. Press Ctrl+Alt+UpArrow or Ctrl+Alt+DownArrown. These commands moves the
cursor the beginning of the next and previous paragraphs respectively. 

Expected (Working) Result: The cursor is supposed to move to the beginning of
the next paragraph.
Actual result: The cursor moves to the beginning of the next paragraph.
